one of the major political hurdles to toing us there -- to getting us there. then we need to have a guest worker program. and i think it's better to have them run by the states where you would have an opportunity if you offer a job at a wage and for 30 days no one takes it, then you can go to a preapproved pool of people who want to come here and do that job, and they can come here and do that job for a certain amount of time, and then they have to, you have to offer that job again to someone. if an american worker does not want it, then you give it to someone else. now, it's also in our enlightened self-interest to have comprehensive immigration reform. i would once again encourage you to go to the council on foreign relations web site and see their task force report. it was co-chaired by jeb bush and mac mclarty. the country that's going to lead the world in the 21st century economically is going to be the country that can amass the largest mass of brain power no matter where it was born to do its research in its country. now, we start off with a aide start
